Таблица DFKKKO
содержит несколько инклюд, которых не существет в системе

.INCLUDE SI_FKKKOR
.INCLUDE SI_FKKKOV
.INCLUDE SI_FKKKOT
.INCLUDE SI_FKKKOP
.INCLUDE SI_FKKKOS
.INCLUDE CI_FKKKO

Пользовательскую инклюду CI_FKKKO я могу создать самостоятельно.
Industry инклюды, начинающиеся на SI_ создать не могу, требует ключ. Это нормально, если запросить ключ и создать эти инклюды самостоятельно, или sap должен поставлять их сам?

Это ненормально. Для пользовательских расширений предназначены только CI_ инклюды.
