1. Запустить тр. SE38
2. Выбрать пункт меню Утилиты, в нем Параметры настройки
3. В появившемся окне выбрать закладку РедактЭкранов
4. Поставить галку Графический редактор форматов.

Для начала проверьте что он у Вас он как минимум установлен Confused

Графический редактор может не включиться, если медленное соединение, либо где-то на пути от SAP GUI до Applcation Server режутся порты с помощью firewall или еще как-нибудь. Можно "попинать" базис.
