One of the options is to correct task – you can do this if you have debugging change access:
In table E070 you need to find problematic task and in debugging mode change the status from R- Released to D - Modifiable.
After that you should be able to release.

2) Go to SE38 – Execute Program RDDIT076
- Select Request's
- After executing, select the Transport request.
- Press Edit
- Change status from R to D
- Press Save

OR Update E070 SET TRSTATUS = 'D' WHERE TRKORR = 'Trans.Req'
