Как получить из САПа доступ к внешней системе? по адресу localhost:17170 висит сервер этой системы, у нее есть открытый API. Можно ли из САПа вызвать этот API?

Напрямую из вашей программы нельзя. Программа выполняется на сервере приложений и localhost на клиентской машине ей не доступен.
Нужно что-то придумывать, например создавать и регистрировать ActiveX объект на клиентской машине и через него работать. _________________ Молитва - это запрос разработчику на изменение кода программы.
