Есть какой-н. фм который автоматически прибавляет/убавляет час на летнее/зимнее время? Например сейчас летнее время, мы заносим время на декабрь, то должно декабрьское время записаться... etc...

Полагаю, если в системе правильно настроены таймзоны, то поможет
ФМ TZ_SYSTEM_TO_LOCAL
или двойное преобразование
CONVERT DATE d TIME t INTO TIME STAMP tst TIME ZONE tz.
CONVERT TIME STAMP tst TIME ZONE tz INTO DATE d TIME t.
