Обьясните пожалуста чайнику, что необходимо включить в настройках пользователя чтобы при заведении новой процедуры через SE-38 он не запрашивал ключ.

Очевидно,речь идет о ключе разработчика или вы пытаетесь изменить стандартный код SAP.

Совершенно верно, поставил систему для того чтобы обучаться ABAP,
это какая-то демо IDES с временой лицензией, ключа разработчика не нашел есть только XI Tcode

Пользовательская программа должна начинаться на символ Z или Y.
Вы это учитываете?

Да конечно, уже разобрался как это отключить везде, система то тестовая все можно.
