Нет. Используйте ФМ HTTP2_GET с текущим URL.

Не подскажете какие параметры у этой функции
или у HTTP2_GET_FILE
вот файл ошибки приложил :
требуется получить файл по адресу:

http://cbrates.rbc.ru/tsv/cb/840.tsv
это курсы валют.

Обращайтесь к администратору сети. Сервер приложений должен иметь выход через прокси на нужный ресурс.

За неимением прокси сервера,
подставил в прокси IP адрес того сервера откуда качаю данные.
в итоге все получилось.
