что -то вроде

select * from customers where city like 'MOSCOW'.

endselect.

где city могут быть как большие так и маленькие буквы
т.е если ищешь Moscow то чтобы тоже выбиралась.

Могу ошибиться, но никак. Загляните в ракурс USER_ADDR для большего понимания.
САП искусственно поднимает данные в UPPER CASE для использования в средствах поиска.
