Here one solution :
Try Transaction : 0FPM002 or transaction OAOR or Report BDSFIND_1 ( the same report )
Put :
- Class name = 'PICTURES'
- Class type = 'OT'
- Object key = 'MyPicture' ( for example)

==> Execute and go to next dynpro on tabs ' Create'
Click on 'Screen' and put the link of your picture ...
Your picture is now import in your system

TIPS :
If you want to display it in abap report ( without container ) try this :
call function 'BDS_BUSINESSDOCUMENT_GET_URL'
exporting
* LOGICAL_SYSTEM =
classname = 'PICTURES'
classtype = 'OT'
client = sy-mandt
object_key = 'MyPicture' " ==> Name
url_lifetime = 'T'
