Как настроить сабформы. Таким образом, чтоб красная сабформа сдвигала вниз синию сабформу?
То есть чтобы после таблички, шли подписи.

Вопрос снят нужно было в сабформе Table указать свойство Content = Flowed и Flowed Direction = Top to Bottom

У вас скорее всего нужно что бы подписи были на одном листе с последней строкой из таблицы(обычно такие требования ко всем документам, с подписями печятями и т.д.). При таком подходе как вы реализовали этого не будет Sad Вам нужно Footer_Report положить в Footer таблицы
